Congressional Delegation Advocates for Fulop Administration’s Pivotal Project to Build Largest Mixed-Income Community in the Region with 35% Affordable Housing
The Jersey City Council unanimously approved a 30-year payment in lieu of taxes (PILOT) for the Bayfront project that boasts 35 percent affordable housing at last night’s meeting.
Bayfront, the massive development on Jersey City’s Hackensack River waterfront, is officially headed toward construction. The first building of the project to be constructed received unanimous Jersey City Planning Board approval Tuesday. It was the final major vote needed before it breaks ground in 2023. When completed, Bayfront will have more than 8,000 housing units and 35% of them will be set aside as affordable housing. The building approved Tuesday, Bayfront Promenade, will be six stories and have 210 housing units as well as 12,410 square feet of retail space.
A development group will dedicate 35% of its Jersey City Bayfront project to affordable housing under the first redevelopment agreement for the much-anticipated, massive Hackensack River waterfront mixed-use project, city officials announced Wednesday. The agreement was approved unanimously by the Jersey City Redevelopment Agency commissioners in a 6-0 vote. Under the agreement the developer, Bayfront Development Partners LLC, is purchasing the parcel for $7.5 million. Low-income households earning 60% and below the area median income (AMI) will qualify for 74 units in the proposed six-story, 209-unit building being called “Bayfront Promenade.”
The Phase 1 Surcharge Program is the first project in developing the Bayfront site. It involves strengthening the underlying soil and preparing it for construction. Joseph M. Sanzari, Inc. was awarded the contract for this work and has provided the following photos showing its progress in October, 2021.
BRP’s vision for Bayfront Phase I, Cove Pointe, will result in two residential offerings, one building made up of 11 stories and the second made up of 12 stories with park spaces in between to help foster a sense of community at the property between future residents and the surrounding neighborhood. Of the approximately 590 total units of housing, 35% of those residences will be deemed affordable, set aside for those individuals and families at low- and moderate-income levels. The base of each building will contain townhomes, inclusive of individual entrance ways and landscaped areas to add greenery to the surrounding development’s streetscape. Each property will include a host of indoor and outdoor amenities consisting of a rooftop pool, fitness center, on-site parking, landscaped courtyards, terraces equipped with outdoor grills, tenant lounge areas, golf simulators, yoga studios and dog parks. Additionally, one of the two buildings is set to offer a corner retail space, which we envision a small grocer or fast-casual restaurant leasing in order to provide an easily accessible and essential resource to the residents in the area. Bayfront Development Partners, LLC (“BDP”), a joint venture of industry-leading, multi-family housing developers Pennrose LLC and Omni America LLC, plans to develop Bayfront Promenade, a six-story, mixed-income building consisting of approximately 209 units. This project will help form the foundation of Jersey City’s ambitious and visionary plan to create a vibrant, mixed-use community, and BDP recognizes its importance as the catalyst for the future redevelopment of the entire site.
